Introduction
Image to PDF: PDF Scanner ("Image to PDF") is an ad-supported PDF and document utility that processes your files on your device. It is developed and maintained by Prachi, an independent developer, who you can reach any time at support@elevatedev.co.in.
This privacy policy took effect on the "last updated" date shown above (August 27, 2026). It explains, in plain language, what data the app handles, how that data is used, and — just as importantly — what the app does not do.
The short version: Image to PDF processes the files you open, scan or create entirely on your device — they are never uploaded. The app is free and supported by a single banner ad, which does use the network and an advertising ID. As of this version, no purchase in the app removes the ad.
Data We Collect
Image to PDF has no user accounts, no sign-in and no server operated by the developer, and it never uploads the files you open, scan or create. The only data that leaves your device is what Google's ad service needs to show and measure the banner ad in the app — including an advertising identifier and standard ad-request information.
Data We Access & Store on Your Device
To do its job, Image to PDF stores the following information locally, in the app's private storage on your device. This data stays on the device ONLY — it is never uploaded, transmitted, sold or shared:
- The PDF, image and document files you open or create with the app, saved only to locations you choose (the app works on copies — your originals are never modified).
- Your in-app preferences (theme, language, default quality settings, favourite tools, and folders you explicitly granted access to).
- A local list of the most recently processed files, kept only on your device for convenience and clearable in one tap.
Data Categories (Google Play Data Safety)
In the categories used by Google Play's Data Safety section, the information Image to PDF handles falls under:
- Files & documents (the PDFs, images and documents you choose to open, scan or create — processed on-device only and never uploaded).
- App activity & settings (recent-files list, favourite tools, theme, language and default quality).
- Device or other IDs (an advertising ID used by Google's ad service to show and measure the banner ad in the app).
- Your files and settings never leave your device. The advertising ID is collected and shared with Google AdMob only to show the banner ad that funds the app.
How Your Data Is Used
Your documents and settings are used only inside the app, on your device, to provide the features you asked for — never for advertising or profiling. Separately, Google's ad service uses an advertising ID to serve the banner ad in the app, as described below:
- To run the tool you choose on the documents you select — merging, splitting, compressing, converting, scanning, protecting, annotating and signing — entirely on your device.
- To save results only to the location you choose.
- To show a convenience list of recently processed files (with thumbnails) and your pinned favourite tools, kept on your device and clearable at any time.
- To request and display the banner ad that funds the app, via Google AdMob.
Data Sharing & Selling
The developer does not share, sell, rent or trade your documents or any personal data. Your files are never uploaded and never reach the developer.
The only data shared with a third party is what Google's ad service needs to serve the banner ad in the app — an advertising ID and standard ad-request information, handled under Google's own privacy policy. Declining personalised ads, or resetting your Advertising ID (see Advertising Consent & Choices below), reduces what is shared for that purpose.
Two situations could still lead to a disclosure. Legal obligation: if elevatedevco were required by law, court order or a valid request from a public authority to disclose data, we would disclose only the limited data described in this policy — never your documents, which we never receive. Business transfer: if elevatedevco's business were ever acquired, merged, or its assets transferred, the data covered by this policy would be handled by the successor under these same commitments, or a successor policy you would be notified of first. Your documents would not be part of any such transfer, because they are never in the developer's possession.
Third-Party Services
Image to PDF integrates two third-party services, both provided by Google, and no others. Google AdMob (Google LLC) serves the single banner ad in the app; its data handling is described in detail under Analytics, Advertising and Tracking, and is governed by Google's privacy policy at policies.google.com/privacy and its advertising technology policy at policies.google.com/technologies/ads. Google Play In-App Review, also part of Google Play, is used only to show the rating prompt inside the app, and receives nothing about your documents. There are no analytics providers, no crash-reporting services, no cloud databases and no other SDKs that receive data from this app.
In-app purchases: as of this version, no purchase can be made in Image to PDF. Every tool is free to use, and no purchase screen or Pro upgrade is reachable anywhere in the app, so no payment is processed and no billing data exists today. The app contains Google Play Billing code for a possible future one-time Pro upgrade, but that entry point is switched off in this version. If a purchase is enabled in a future version, it will be handled entirely by Google Play Billing, Google will confirm success to the app without sharing your card or payment details with the developer, and this policy will be updated first, with a new date, to describe exactly what changed.
The banner ad shown in the app is served by Google's ad service, which receives an advertising ID and standard ad-request information to show and measure the ad. This is the only third party that receives any data from the app, and only while the free (ad-supported) version is in use.
If you install the app from Google Play, Google's own terms and privacy policy govern the store itself (downloads, payments and reviews), independently of this app.
Permissions & Why We Ask
Image to PDF may request the following Android permissions, and only for the reasons stated. Denying an optional permission never locks you out of the rest of the app:
- Camera — used by the built-in scanner to capture whatever you choose to photograph — the app does not detect, read or classify the content of a photo. Scanning is performed entirely on your device: captured images are cropped, filtered and assembled into a PDF locally, and are never uploaded.
- Internet — used only to show the banner ad that funds the app. Your documents and photos are never uploaded.
Analytics, Advertising & Tracking
Image to PDF contains no analytics SDKs and no third-party trackers of our own. We do not fingerprint your device or measure your behaviour, and your documents, images and PDFs are never used for advertising, never uploaded and never shared with any advertiser.
The app shows a single banner ad served by Google AdMob (Google LLC), called directly with no ad-mediation network in between and always displayed in Google's standard, clearly labelled ad format. To request and measure that ad, the AdMob SDK collects your device Advertising ID together with technical device and app information (such as device model, operating system version, coarse location derived from your IP address, and ad interactions) and sends it to Google. Your documents are never part of this. The app is free and has no ad-free tier as of this version, so the banner is shown to everyone who uses it.
Where ads are personalised, Google uses that data to build an advertising profile and select ads for you. Under the GDPR this is profiling, and you have the right to object to it and to withdraw consent at any time — see Your Rights and Advertising Consent & Choices below. Google acts as an independent controller for the advertising data it collects; its use of that data is governed by Google's own privacy policy at policies.google.com/privacy and its advertising technology policy at policies.google.com/technologies/ads.
Data Security
Your files are held in Image to PDF's private app storage, or in a folder you chose yourself via the system file picker — Android sandboxes both from every other app on the device. The app operates no server and no account or sign-in system, so there is no server-side copy of your documents to breach and no login to compromise. The advertising data described under Analytics, Advertising and Tracking is the only data this app sends over the network; it travels to Google over an encrypted connection and never includes your documents, images or PDFs.
We do not claim a specific security certification such as ISO 27001, and we do not run a formal penetration-testing or third-party security-audit programme — the protection here comes from the app's on-device-only architecture rather than from a security programme wrapped around infrastructure we don't have.
For an extra layer of protection we recommend using your device's screen lock (PIN, pattern or biometrics), which also protects everything inside the app, and keeping Android's full-disk encryption enabled (it is on by default on modern devices).
Backups & Exports
Any backup or export features in Image to PDF produce files that you control. They are created only when you ask, written only where you choose, and are never uploaded by the developer. If you copy an export to a cloud drive, that storage provider's policy applies to the copy you made. This user-initiated path is the only way your data can leave the device.
Standard Android device backups (if you have them enabled in system settings) are managed by Android and your device manufacturer under Google's terms, not by Prachi.
Data Retention & Deletion
Location and duration, stated plainly: your documents, images and PDFs are stored in Image to PDF's private app storage, or in a folder you chose yourself via the system file picker — never in a database or on a server run by the developer, because we operate neither. Duration: until you delete them yourself; there is no retention schedule other than the one you choose, and there is nothing on our side for us to retain, expire or delete on any timetable, because we never receive a copy.
Advertising data is different: it is held by Google, not by us, under Google's own retention practices and privacy policy. We cannot delete it on your behalf, but you can reset or delete your Advertising ID at any time in Android Settings, Privacy, Ads.
- Delete individual files inside the app whenever you like.
- Clear the app's data from Android Settings → Apps → Image to PDF → Storage, which wipes every file, thumbnail and preference the app stored.
- Uninstall the app — everything it stored in private storage, and anything saved to a folder you chose within the app, is removed along with it. Anything you separately copied elsewhere is unaffected.
- There is no server-side copy of your documents anywhere — nothing for us to retain or delete on your behalf. The only thing held outside your device is Google's advertising data, which you can reset or delete yourself in Android Settings, Privacy, Ads.
Children's Privacy
Image to PDF is a general-purpose document and photo utility. It is not designed for, marketed to or directed at children, and we do not knowingly collect personal data from a child through the app. The app has no chat, no social features and no user-to-user content of any kind.
Like other general document and scanning tools, Image to PDF may be used by students on a personal or school-supplied device — for example, to scan and organise schoolwork — under the supervision of a parent, guardian, teacher or their institution. The app does not change its behaviour, its data handling or its advertising based on who is using it or where; the same on-device processing and the same ad-consent choices described in this policy apply equally in a classroom or at home.
European Economic Area: under Article 8 GDPR, the age at which a child can give their own consent to an information-society service, rather than needing a parent or guardian to consent, is set by each EU member state and ranges from 13 to 16 — there is no single European age. Image to PDF does not rely on the app user's consent for anything except the advertising choice described under Advertising Consent & Choices, and it is not directed at children, so this state-by-state variation does not change how the app is built or operated.
United Kingdom: the age of consent for online services is 13. The app's design is also consistent with the ICO's Age Appropriate Design Code (the Children's Code) even though the app is not aimed at children and does not fall within a children's category on Google Play: it collects no more data than the ad SDK needs to function, does not build a profile of any user by default, and shows the same consent and ad-privacy controls to every user, regardless of age, who has not given consent to personalised ads.
United States: Image to PDF is a general-audience document and PDF tool. Its subject matter, content and marketing are not directed at children, and we do not have actual knowledge that any user of the app is a child under 13. Under the Children's Online Privacy Protection Act (COPPA), that combination means the app is not treated as a "child-directed" service, so COPPA's parental-consent requirement for collecting a child's personal information does not apply to it. Separately, the app collects no personal information from any user in the first place, child or adult.
On Google Play, Image to PDF is submitted with a content rating and Ads declaration reflecting a general-audience document utility, and does not participate in Google Play's Designed for Families program. Google applies its own Families Policy restrictions to the advertising and SDK behaviour it permits based on that rating.
In practice, no personal data reaches the developer from any user, child included, and advertising data is never knowingly used to build a profile of a child. If you are a parent or guardian and believe a child has used the app, deleting the app's data or uninstalling it removes everything the app holds on the device, and resetting the Advertising ID in Android Settings, Privacy, Ads severs the advertising identifier tied to that device.
Your Rights
Privacy laws around the world — the GDPR and UK GDPR, the CCPA as amended by the CPRA, India's DPDP Act and others — give you rights over your personal data. For everything you create in Image to PDF the answer is simple, because the data never leaves your device and we never receive it. For the advertising data that Google collects in the app, the rights below apply in the ordinary way.
- Access (GDPR Art. 15) — open the app; everything it holds about you is visible there, on your device. We hold nothing to give you.
- Correction (GDPR Art. 16) — edit or replace any file directly in the app.
- Erasure / deletion (GDPR Art. 17) — delete files in the app, clear the app's data, or uninstall. For advertising data held by Google, reset or delete your Advertising ID in Android Settings, Privacy, Ads.
- Portability (GDPR Art. 20) — your PDFs and images are ordinary files in standard formats, already on your device and already yours.
- Restriction of processing (GDPR Art. 18) — you may ask us to restrict processing. Email us and we will act on it.
- Objection (GDPR Art. 21) — the app shows personalised ads, and personalised advertising is profiling under the GDPR. You have an unconditional right to object to it: decline or withdraw consent in the Ad privacy & consent row in Settings, or turn on "Opt out of Ads Personalisation" in Android Settings. This means non-personalised ads instead of no ads, since there is no ad-free option today.
- Withdraw consent (GDPR Art. 7(3)) — where advertising relies on your consent, you can withdraw it at any time, as easily as you gave it, using the same Ad privacy & consent row. Withdrawal does not affect the lawfulness of processing carried out before you withdrew.
- Rights related to automated decision-making (GDPR Art. 22) — the app does not make any decision about you that produces legal or similarly significant effects; ad selection is not this kind of decision.
- Complaint (GDPR Art. 77) — you have the right to lodge a complaint with a data protection supervisory authority. In the EEA that is the authority where you live or work, or where you believe an infringement occurred; the list is at edpb.europa.eu. In the UK it is the Information Commissioner's Office at ico.org.uk. You may also bring a claim before a court under GDPR Art. 79.
Who Is the Data Controller?
Image to PDF: PDF Tools is developed by Prachi and published by elevatedevco, and is distributed on Google Play under the Android package com.vishwk.pdf_toolkit.
For the small amount of personal data this app involves, elevatedevco is the data controller within the meaning of the GDPR and the UK GDPR, and the Data Fiduciary within the meaning of India's Digital Personal Data Protection Act 2023. Google acts as an independent controller for the advertising data its SDK collects. As of this version there is no purchase reachable in this app, so no payment processor is involved.
elevatedevco is not a processor of your documents, photographs or PDFs either: a processor handles personal data on a controller's behalf, and your files are never sent to us to handle in the first place.
You can reach us about anything in this policy — including a request to exercise your rights, or a grievance — by email at support@elevatedev.co.in. We answer privacy requests within 30 days, and usually much sooner.
Do We Use Your Content to Train AI?
No. Image to PDF contains no AI model and no machine-learning model of any kind, and sends no document, photograph or PDF anywhere. This is a structural fact, not a promise: there is no network path, server or account through which your content could reach us, so there is nothing for the developer — or any third party — to access, analyse, review, index, or train an AI model with. The one exception to "nothing leaves the device" is the advertising data described under Analytics, Advertising and Tracking, which never includes your file content.
If a future version ever added an optional AI feature that required sending content to a server, it would be off by default, need your explicit choice to turn on, and this policy would be updated first, with a new date, before it shipped.
What Personal Data Do We Process?
A summary of everything the app collects, by whom, why, and for how long:
YOUR DOCUMENTS, IMAGES AND PDFS — collected by: nobody. They are read and written on your device only. Purpose: to perform the operation you asked for. Shared with: no one. Retained: until you delete them. Never used for advertising, never uploaded, never seen by us.
ADVERTISING IDENTIFIER AND AD REQUEST DATA — collected by: Google, through the Google AdMob SDK. This covers your device Advertising ID, IP address and the coarse location derived from it, device and app information, and your interactions with ads. Purpose: to request, show, measure and cap the frequency of the banner ad, and to detect ad fraud; where you consent, also to personalise which ad you see. Shared with: Google, as an independent controller. Retained: by Google under Google's own retention practices.
PURCHASE DATA — none today. No purchase is reachable in the app as of this version, so no payment data is collected by anyone. (Inactive Google Play Billing code for a possible future Pro upgrade exists in the app but is switched off; if it is ever switched on, this policy will be updated first.)
We do not collect names, email addresses, phone numbers, contacts, precise location, health data or biometrics. We operate no server that receives your content, and we have no account system.
What Is the Legal Basis for Processing My Data?
If you are in the European Economic Area, the United Kingdom or Switzerland, the GDPR requires us to state the legal basis for each purpose personal data is processed for. Your documents are never transmitted to us (see What Personal Data Do We Process? above), so no legal basis applies to them at all — there is no processing by us to justify. The purposes below are the only processing that does happen, each with its own basis:
- Serving a non-personalised advertisement (shown by default, before consent is given or where consent is declined). The legal basis for processing your personal data for this purpose is the developer's legitimate interest in funding a free app (Article 6 para. 1(f) GDPR), limited to the minimum ad-request data Google AdMob (Google LLC) needs to serve and measure one ad.
- Serving a personalised advertisement. The legal basis for processing your personal data for this purpose is your consent (Article 6 para. 1(a) GDPR), collected through the Google-certified consent prompt (Google's User Messaging Platform, built on the IAB Transparency & Consent Framework) shown before the first ad request in a region where consent is required. You may withdraw your consent at any time from the "Ad privacy & consent" row in the app's Settings; withdrawal deactivates personalised advertising and stops further ad-personalisation data sharing with Google AdMob going forward.
- Storing or accessing an identifier on your device for advertising purposes (for example, the AdMob SDK reading or setting your Advertising ID). This is separately governed by the consent requirement in Article 5(3) of the ePrivacy Directive — implemented in Germany as §25 TDDDG (Telekommunikation-Digitale-Dienste-Datenschutz-Gesetz, the law formerly known as the TTDSG) and in the UK as PECR. The same consent prompt and the same withdrawal mechanism described above cover this.
- A future in-app purchase, if one is ever enabled. As of this version no purchase is reachable in the app, so no processing is carried out on a contractual basis (Article 6 para. 1(b) GDPR) today.
Advertising Consent & Choices
In the EEA, the UK and Switzerland the app shows a consent prompt, built on Google's User Messaging Platform (UMP), before the first ad request the app makes — no ad, personalised or not, is requested in these regions until that prompt has been shown. The prompt discloses Google AdMob (Google LLC) as the advertising SDK involved and links to Google's privacy policy at policies.google.com/privacy. You may accept or decline, and declining does not restrict any feature of the app.
You can change your mind at any time from the persistent "Ad privacy & consent" row in the app's Settings, which reopens the same consent choices. Withdrawing consent there deactivates personalised advertising and stops further ad-personalisation data sharing with Google AdMob going forward; it is as easy as giving consent, and takes effect immediately for future ad requests. You can also reset or delete your Advertising ID entirely in Android Settings, Privacy, Ads — the app continues to work normally either way.
If you would prefer not to receive personalised ads, decline or withdraw consent as described above; you will still see non-personalised ads, which fund the app.
Where Is My Data Transferred?
Your documents are never transferred anywhere; the app has no server. The only data that crosses a border is the advertising data described above, which Google's ad service sends to Google and processes on Google's servers, including in the United States.
For transfers out of the EEA, Google is a certified participant in the EU-U.S. Data Privacy Framework; for transfers out of the UK, Google relies on the UK Extension to that framework; for transfers out of Switzerland, the Swiss-U.S. Data Privacy Framework applies. Where a transfer falls outside those frameworks, Google relies on the European Commission's Standard Contractual Clauses. The safeguards Google applies are set out in Google's own privacy policy and its data transfer documentation at business.safety.google.
United States Privacy Rights (CCPA/CPRA and State Privacy Laws)
Image to PDF is used across the United States, where privacy is governed by a growing patchwork of state laws rather than one federal statute. This section explains how those laws apply to an app that processes your files on-device and shows one advertising-funded banner.
California (CCPA, as amended by the CPRA): the personal information the app is involved with is the advertising identifier and related ad-request data described under Analytics, Advertising and Tracking — your documents are not personal information we collect, because we never receive them. Showing you personalised ads counts as "SHARING" personal information for cross-context behavioural advertising under the CCPA/CPRA, even though no money changes hands; Image to PDF does not sell personal information for money. You have the right to know, delete, correct, limit use of sensitive personal information, and opt out of that sharing — decline personalised ads in the consent prompt, or reset your Advertising ID in Android Settings, Privacy, Ads. We do not knowingly sell or share the personal information of a user we know to be under 16.
Most other US states have now enacted a comprehensive consumer privacy law of their own, and the list continues to grow. These laws differ in wording but share a common core: the right to know, access, correct, delete and export the personal data a business holds about you, and to opt out of targeted advertising and of "sale" or "sharing." If you live in a state with such a law, these rights apply to you the same way as under the CCPA above — the personal data they reach is the same advertising identifier and ad-request data, since that is the only personal data that leaves your device. Exercise them by declining or withdrawing ad consent in the app, or resetting your Advertising ID in Android settings. Some of these states also require honouring a recognised universal opt-out signal such as Global Privacy Control (GPC); as a native app with no browser to send or receive one, the in-app "Ad privacy & consent" row and resetting your Advertising ID achieve the same outcome.
Sensitive personal information: several state laws single out categories such as government identification numbers and precise geolocation for extra protection. The developer does not collect any government ID number, financial account number, precise (GPS-level) geolocation, health information or biometric identifier from anyone, through any feature of the app. The only data the app sends anywhere is the advertising identifier and ad-request data described above, including a coarse, IP-derived location that is not precise geolocation.

Outside the United States and Europe — for example in India, where elevatedevco is the Data Fiduciary under the Digital Personal Data Protection Act 2023 and can be reached at support@elevatedev.co.in for any question, request or grievance (we aim to respond within 30 days, and you may approach the Data Protection Board of India if unsatisfied) — the rights described in Your Rights above are offered to every user of Image to PDF regardless of where you live, because the app is built so the data simply stays with you.
App Names in Other Languages
On Google Play this app's store listing is localized, so the name you see depends on your device language. Every listing below describes the SAME single app -- Android package com.vishwk.pdf_toolkit, published by elevatedevco -- and this privacy policy applies to all of them, in every language and country.
The name on your home screen after installing is Image to PDF in every language; only the Play Store listing name is translated. If the store name differed from the one on your device, that is why.

How Do You Process My Documents?
Every document operation — merging, splitting, compressing, converting, password protection, watermarking, annotation, signing and the image tools — is performed locally on your device's processor. Your documents are never uploaded to any server, and these tools work identically with no internet connection.
The document scanner is fully on-device: it uses your camera and the app's own image processing to detect edges, correct perspective, apply scan filters and assemble a PDF — with no network connection required at any point. Your pages and photos are never sent anywhere for processing.
Changes to This Policy
If this policy ever changes, the updated version will be published on this page with a new "last updated" date, which is also the date the changes take effect. Material changes — for example, if a future version enabled the currently-inactive in-app purchase, added a new SDK, or changed how advertising data is handled — will be described here, with a new date, before that version ships.
The core promise stays the same: your documents, photographs and PDFs are processed on your device only, and any change to that would be disclosed here first, not applied silently.
No Warranty & Your Own Checks
This policy explains how Image to PDF handles data. It is not a warranty about the app itself, and it does not make Prachi responsible for how you use it.
Image to PDF is provided "as is", without warranties of any kind. Prachi is not liable for any loss you may suffer through using it — including lost data, missed reminders, lost profits or decisions you make based on what the app shows you — to the maximum extent applicable law allows. Nothing here excludes liability that cannot lawfully be excluded.
Please check the app's output before you act on it. Image to PDF organises what you enter; it does not verify that what you entered is correct, and you remain responsible for the decisions you make.
